Israel Tries Carrot and Stick

On Monday, Israel imposed a complete blockade of Ramallah, a
city just north of Yerushalayim with a population of 60,000
that is the commercial capital of the Palestinian Authority
areas in Shomron and Yehuda.
Conference of European Rabbis Meets in Germany

History was made last week when the Conference of European
Rabbis (CER) held its Standing Committee meeting in Germany
for the first time. It was attended by twenty- six Chief
Rabbis and Rabbis from eleven countries.
Coalition Negotiations With UTJ Continue

Knesset were still involved in coalition negotiations
regarding the party's joining the unity government. They

Yeshiva Student Draft Deferral Arrangement Extended for

Jewish Leaders Meet With President Bush

enabling the burial of non-Jewish soldiers alongside Jewish
ones in military cemeteries.
Lecture Cancelled Because of Stone Throwing

On a visit to Lebanon last July, Columbia University
professor Edward Said, a famous literary critic and champion
of the Palestinian cause, was photographed throwing stones
at Israeli army positions in Lebanon. Now his acts have
resulted in the cancellation of a lecture that he was due to
give in Vienna.
Sculpture in Front of Beersheva Prison Removed

Due to the efforts of Rabbi Benzion Shetreet, rav of the
Beersheva prison, the prison administration issued an order
to destroy part of a sculpture that had been placed in front
of the prison's gates. The sculpture aroused sharp
opposition from visitors and prisoners.
Home Water Prices to Rise

The price for water used in excess of the basic allocation
of 60 cubic meters per person will rise sharply in an effort
to cut home consumption according to an agreement between
the Water Commission, the Treasury, the Interior Ministry
and Union of Local Authorities.

LINGUISTICS Why Is My Hebrew Reading So Slow?

Many people reading Hebrew feel frustrated. They can zoom
through English, yet when they try to read Hebrew, they feel
clumsy and handicapped. Not only people new to Torah, but
also many who have been through cheder and gone on to
yeshiva feel that their performance when reading Hebrew is
very inferior to their English reading.

The earliest time of Kiddush Levonoh -- Nissan
The time of Kiddush Levonoh everywhere in the world
begins when it is Tuesday afternoon, 3 Nissan (March 27). In
most of the world the beginning time is therefore from
Tuesday night, the eve of 4 Nissan, from the beginning of
the night. In eastern countries one can make Kiddush
Levonoh on that night according to the difference in
time zones in comparison to Eretz Yisroel. In extreme
eastern countries it is altogether impossible to make a
berochoh on that night since the beginning time in
those countries is after the moon sets. Their beginning time
is actually on Wednesday night, the eve of 5 Nissan (March
28), from the beginning of the night.
The astronomical new moon follows the molad this
month by ten hours, and during the days after the
molad an additional regression takes in effect. On
Tuesday night, the eve of 4 Nissan, the moon will be small
and low, and those who follow the Chazon Ish cannot make a
berochoh on it since it is not large and high in the
sky.
