Ta'anis Esther falls on Monday, 13 Adar (Mar. 20). The
takonoh of the ta'anis was to remember that the
Jews fasted and beseeched Hashem in the times of Esther to
save them from their enemies. The minhag is to give
three half shekels as a zecher to the machtzis
hashekel.
Purim falls on Tuesday, 14 II Adar (Mar. 21) and Shushan
Purim falls on Wednesday, 15 II Adar (Mar. 22).
On Shabbos Parshas Poroh is read. There are many
Poskim who rule that also the reading of this
parshah is mederaisah (Rav Yechiel Michel
Tuketzinsky).

According to the Chazon Ish the end of Ta'anis Esther
in Eretz Yisroel is approximately three and a third minutes
later than the above times. In London the final time is four
and a half minutes later than the above time and is
approximately forty-one and a half minutes after sunset.

The last day for Kiddush Levonoh -- II Adar
One can say Kiddush Levonoh until Monday afternoon 13
II Adar, Ta'anis Esther (Mar. 20) at 1:54 P.M.,
Israeli time. Therefore in most of the world the actual final
time is the entire night before Ta'anis Esther.
However, in western USA and Canada one can make Kiddush
Levonoh only according to the difference in time zones in
comparison to Eretz Yisroel. In the extreme eastern countries
one can make a berochoh also on the night of Purim,
Monday night, 14 II Adar (Mar. 20) according to the
difference in time zones in comparison to Eretz Yisroel.
The astronomical full moon is at 6:44 A.M., seven hours and
ten minutes before the nigud emtzo'i and twelve hours
and forty-eight minutes before the end of fifteen full days
after the molad. It seems that one should only make a
berochoh with shem and malchus until the
nigud emtzo'i.

If the berochoh for the levonoh and reading the
megillah occurred together the berochoh for the
levonoh has preference because of the principle
todir ve'eino todir, todir kodem (the more frequent
mitzvah is given preference). A practical reason for
preferring the bircas halevonoh this month is because
of the possibility that the moon will be covered with clouds
and one will altogether forfeit it. Sources: Shus Nodah
