IMF Report Says Long Term Growth Prospects Are Good

An International Monetary Fund (IMF) that spent the past two
weeks in Israel studying the situation said in its report
presented on Monday to Bank of Israel Governor David Klein
and Finance Minister Silvan Shalom that long-term growth
prospects for the Israeli economy remain bright,
particularly once a lasting solution to the security problem
is reached. The mission also praised Israeli authorities for
establishing credibility on both the fiscal and monetary
policy fronts.
Violence Continues as Israel Asked to Accept a Settlement
Freeze

Israeli-Palestinian violence shows no signs of abating,
despite repeated international calls for a cease-fire. The
renewed fighting comes as Israeli officials consider how to
respond to the report of a U.S.-led Mitchell Commission
investigating the violence, which officials hope can serve
as the basis for a cease-fire.
This Shabbos: Fundraising Around the World on Behalf
of the Shmittah-Observing Farmers

In parshas Behar Bechukosai, which will be read this
forthcoming Shabbos, the mitzvah of shmittah and the
warnings about its nonobservance are explained. For a number
of shmittah years, this Shabbos had been dedicated to
fundraising on behalf of our brethren the gibborei
hakoach who, with love and joy, have taken upon
themselves to observe the mitzvah of shmittah
according to the halocho and without compromise.

Seven years have passed, and in the Tirat Yehuda settlement,
a moshav belonging to the national-religious stream,
they still fondly recall the residents of Bnei Brak, Petach
Tikvah, Jerusalem and Kiryat Sefer, through whom they were
able to keep shmittah kehilchoso, by their purchase
of kedushas shevi'is fruits and vegetables from
distribution depots in these cities even if the produce was
not always top quality. They also remember the warm
admiration displayed towards shmittah observers of
all affiliations.

Chief Justice of the High Court Aharon Barak has attacked a
proposal for a law to found a constitutional court, recently
presented to the Knesset. Barak launched his attack on 14
Iyar at a press conference.
Justice Barak Expresses Prior Opposition to Draft
Deferral Law

Judicial experts were flabbergasted by High Court Chief
Justice Aharon Barak's announcement of his opposition to the
grant of draft deferrals to yeshiva students on the eve of
High Court deliberations on the issue. UTJ MK Rabbi Avrohom
Ravitz told Yated Ne'eman that Justice Barak should
have disqualified himself from deliberation on the appeal
since the justice had publicly expressed his opinion prior
to the Court deliberations.
Constitutionality of Draft Deferments to be Reviewed by
Court

In one of its usual provocative rulings the Israeli High
Court issued a show-cause order and decided to appoint an
expanded panel of 11 justices to hear three petitions asking
it to overrule a Knesset provisional law on the grounds that
the law violates the principle of equality embedded in the
Basic Law: Human Dignity and Freedom.

According to the Ramo (494:3) we do not say tachanun
from Rosh Chodesh Sivan until after Isru Chag (there
are other minhogim that do not say tachanun
until after the seven days of hashlomoh that follow
Shavuos). On Rosh Chodesh Sivan we do not say
tachanun as like every Rosh Chodesh. The second of
Sivan is called Yom HaMeyuchas since after yetzias
Mitzrayim Hashem commanded Moshe to say to bnei
Yisroel: "Now therefore if you will obey My voice
indeed, and keep My covenant, then you shall be My own
treasure from among all peoples" (Shemos 19:5) to
prepare them for Torah. Afterwards on the third, forth, and
fifth of Sivan are the Sheloshes Yemei Hagboloh when
bnei Yisroel waited for kabolas HaTorah
(Mishnah Berurah 494:8, and see Shabbos 86-
88).
