Davening for Rain

In Eretz Yisroel we start to say vesein tal umottor livrocho on the night of 7 Cheshvan, that falls this year on Motzei Shabbos, parshas Noach, October 16. In Chutz La'aretz we do not request rain (this year because it precedes a civil leap year) until Sunday night, the night between Dec. 5 and Dec. 6. There are years when this comes out as late as the eighth night of Chanukah (once in a hundred years).

1. If one who lives permanently in Eretz Yisroel began to say in Eretz Yisroel vesein tal umottor on 7 Cheshvan and afterwards traveled to chutz la'aretz, if he intends to return to live permanently in Eretz Yisroel he continues to say vesein tal umottor. However, if he has decided to live permanently in chutz la'aretz he must stop saying vesein tal umottor, and only start when everyone starts in chutz la'aretz.

2. If one who lives permanently in Eretz Yisroel traveled to chutz la'aretz before 7 Cheshvan, even if he intends to return to Eretz Yisroel before December 5, since he is in chutz la'aretz he does not say vesein tal umottor in the brocho of shomei'a tefillah.

3. If one who lives permanently in chutz la'aretz visits Eretz Yisroel after 7 Cheshvan, even if he intends to return before December 5, since he is in Eretz Yisroel he must say vesein tal umottor in its regular place--the brocho of boreich aleinu.

The earliest time of Kiddush Levonoh -- Cheshvan

The time of Kiddush Levonoh everywhere in the world begins on Wednesday night, at 4:08 A.M., 3 Cheshvan (Oct. 13) in Eretz Yisroel. In western USA and Canada we are therefore able to make Kiddush Levonoh at the eve of Wednesday, 3 Cheshvan (Oct. 13) beginning from 6:08 P.M.

The astronomical new moon precedes the molad this month by approximately fourteen and a half hours and is on Shabbos 1:34 P.M., in Eretz Yisroel. Although on Motzei Shabbos parshas Noach there are "seven true full days" from the molad, since during this time the moon passes its apogee (its highest point) and advances very slowly the entire influence of the astronomical new moon's early appearance is canceled.
