Observations: New York to Allow Gambling

The New York's state constitution has not allowed gambling for more than a century, but various exceptions have been made over the years, including betting on horse races, charity bingo, the state lottery in 1966 and even casino gambling for charities that was passed in a referendum in 1975.

Now Gov. George E. Pataki and the Legislature have passed laws making the largest expansion of casino gambling and electronic slot machines ever. They passed a budget package that authorizes Mr. Pataki to open six new casinos in the Catskills and upstate New York on land owned by Native Americans (American Indians) and they will also put electronic slot machines at most race tracks. The state will also join the multistate lottery known as Powerball.
