Head of Beitar Illit City Council Awarded Management
Prize

Interior Minister Chaim Ramon awarded the Golden Prize to the
head of the Beitar Illit City council, Rabbi Yehuda Gerlitz,
last week.
At a ceremony held in Jerusalem's Binyanei Hauma, Minister
Ramon said that unlike previous years, this year 33 winning
local Councils demonstrated their ability to manage their
budgets properly for four consecutive years (1996-1999).
Beitar Illit is the only chareidi settlement among the 33
councils to receive the prize. There are 265 local councils in
the country.
The ceremony was attended by Adi Eldar, chairman of the Local
Government Center; Dov Gazit, director of the Interior
Ministry; and Shmuel Vifman, chairman of the Regional Council
Organization. Vifman labeled the Beitar Illit prize a
kiddush Hashem, and praised Rabbi Gerlitz for his
dedicated management of city affairs for four consecutive
years.
In his acceptance speech, Rabbi Gerlitz said that Beitar Illit
received the Golden Prize as a result of the joint efforts of
all City Council members. He noted that only a week ago, the
Interior Ministry enabled Beitar to decentralize its
authorities and that Beitar is the only chareidi settlement out
of 33 councils chosen for the award. Permission to decentralize
authorities was granted to local councils selected according to
criteria of economic strength, scope of activity,
administrative ability, in addition to an attempt to include a
variety of types of local authorities. This reflects the
concerted attempts of Council members in proper management of
public funds, according to Rabbi Gerlitz.
