This morning we say tachanun at Selichos but not at Shacharis or Minchah. Rosh HaShanah falls on Shabbos, Sep. 30 and Sunday, Oct. 1. Since Rosh HaShanah falls on Shabbos, Tashlich is postponed to the second day, and we do not blow the shofar on the first day or say Avinu Malkeinu and the Thirteen Middos. According to Dinei Shvi'is, published by Degel Yerushalayim, HaRav Shlomo Zalman Auerbach, zt'l, and ylct'a, HaRav Yosef Sholom Eliashiv agreed that it is proper to have in mind the mitzvos of Shmitta when making Shehecheyanu on the first night of Rosh HaShanah. Since this year is a Shmitta year there are many prohibitions and halochos concerning working in fields in Eretz Yisroel, the kedushah of the fruits and vegetables and the biyur of Shmitta produce. A Pruzbull, to be able to collect debts, is made, according to most poskim, at the end of the Shmitta year on Erev Rosh HaShanah 5755. The earliest time of Kiddush Levonoh -- Tishrei The time of Kiddush Levonoh everywhere in the world begins on Sunday, 2 Tishrei (Oct. 1), at 1:54 P.M. in Eretz Yisroel. The actual time in most of the world is therefore from Motzei Rosh HaShanah from the beginning of the night. Those living in the extreme eastern countries can make Kiddush Levonoh on Motzei Rosh HaShanah only according to the difference in time zones in comparison to Eretz Yisroel. The astronomical new moon precedes the molad this month by approximately fifteen hours and three minutes, and is at 10:53 P.M., the eve of Thursday the 29 Elul, 5760 (Sep. 28). In addition, during the three days following the astronomical new moon the moon passes near its lowest point (perigee) and advances very quickly. As a result in the whole world even according to the Chazon Ish one can make Kiddush Levonoh on Motzei Rosh HaShanah since the moon will be then extremely large and high. This information is significant for those who act according to the Chazon Ish and do not make a berochoh on the moon until it is big and high in the sky. Kiddush Levonoh should not be made until Motzei Yom Kippur (Ramo, Shulchan Oruch Orach Chaim 426:2 and 602:1). The reason for waiting is our being frightened from the din and not being b'simchah. The opinion of some achronim is that, on the contrary, we should fulfill the mitzvah before Yom Kippur so that the zechus of that mitzvah can tilt the din in our favor. Both the Kittzur Shulchan Oruch and the Mishnah Berurah did not determine the psak in this case.
