The earliest time of Kiddush Levonoh - Adar The time of Kiddush Levonoh everywhere in the world begins when it is Thursday, the eve of 3 Adar (Feb. 18), 10:30 P.M., in Eretz Yisroel. In Eretz Yisroel itself and Europe it is impossible to make a brocho on Kiddush Levonoh at all that night because the moon sets before the earliest time. In all of America Kiddush Levonoh can be made from the beginning of Thursday night. People living in countries between America and Europe can make Kiddush Levonoh according to the difference in time zones in comparison to Eretz Yisroel. At this month there is solar eclipse together with the appearance of the new moon that follows the molad by approximately ten and a half hours, and is at 8:39 A.M. (The eclipse's peak is at 8:34 A.M. and will not be seen in Eretz Yisroel). The eclipse does not cause the beginning time of Kiddush Levonoh to start later since during the three days following the astronomical new moon the moon passes near its lowest point (perigee). It advances quickly and a great part of the moon's late appearance is canceled. During the following four days the moon passes that point and precedes extremely quickly. Until the time of "seven days" the moon has advanced even more than its calculated position according to the molad. The late appearance of the moon caused by the eclipse therefore does not influence the beginning time of Kiddush Levonoh. (See Birur Halocho, IV, Orach Chaim, 426)
