by Eliezer Rauchberger and Mordecai Plaut

Though there is still time for last minute maneuvering, at press time it appears that Prime Minister-elect Ehud Barak of the One Israel party will enjoy a broad coalition of 77 members, based on Shas as the second largest party and not the Likud.

A New Guide for Torah Institutions Will Prevent Fraud
by N. Katzin

The well known joke about the donor who asks for a "nedovo far mir," [i.e. for himself and not of course for the Mirrer yeshiva] whose meaning is imbedded within the literal translation of the Yiddish phrase, causes a bittersweet smile to cross the lips of many a Torah institution and yeshiva director.

OPINION & COMMENT

Sticking with the Truth in our Lives

America is aging, and product design and marketing are tracking this change. The way it is being handled is a classic example of the way in which modern values -- especially those that may be only subtly evident and implied - - can clash deeply with the Torah person's approach to the world.

A Place of Hope

Perhaps it's because I was born in Switzerland that I always think of the three weeks as a mountain tunnel, from which we emerge, after a long drive, once again into the light of day...

Additional Luach Information-

The earliest time of Kiddush Levonoh -- Av

The time of Kiddush Levonoh everywhere in the world begins when it is Tuesday, 3:02 P.M., 3 Av (July 16). Therefore in the extreme western countries one can make a brocho from the eve of 3 Av according to the difference in time zones in comparison to Eretz Yisroel. However, in the rest of the world the beginning time is Motzei Shabbos, the eve of 5 Av, from the beginning of the night.

The astronomical new moon precedes the molad this month by approximately nine and a half hours and is at 5:24 A.M. In addition, during the three days following the astronomical new moon the moon approaches its lowest point (perigee) and advances extremely quickly. This information is significant for those who act according to the Chazon Ish and do not make a brocho on the moon until it is big and high in the sky (Dinim VeHanhogos Orach Chaim pg. 86).

"One should not make Kiddush Levonoh before Tisha B'Av or on Motzei Tisha B'Av" (Ramo). The minhag of Belz is like the Ramo but the Mishnah Berurah rules in the name of the Acharonim to make a brocho on Motzei Tisha B'Av. The Vilna Gaon and the Perushim in Eretz Yisroel, the Chazon Ish and the Steipler Rav, made Kiddush Levonoh before Tisha B'Av when it was three days after the molad as on every month` (Birur Halocho, V, Orach Chaim, 426).
