What is the Israel Shul Plan for Yomim Noraim?

The public discussions about the shul seating plans for the Yomim Noraim have moved into high gear. The Covid project director, Professor Roni Gamzu has made a proposal that was not well received by the chareidi community.
It should be noted that according to Prof. Gamzu's scheme, the number of mispallelim permitted in every shul shall depend on the following parameters: the number of exits in the place, the number of capsules, the general color of the city (i.e. the `traffic light' program) and restriction of four square meters per person, with no more than 1,000 altogether.
Notwithstanding, Prof. Gamzu agrees to allow up to two capsules per exit, while Torah Jewry requires a logical plan professionally designed per the size of the shul while removing the restrictions based on the color of the cities.
The main criticisms leveled at the proposal are that the general level of sickness in the community is not an appropriate parameter for determining shul seating, and also that the size of the room should be taken into account. A small room with a lot of doors should not be allowed more mispallelim than a large room with few doors.
