In a special talk in his home, the Rosh Yeshiva HaRav Gershon Edelstein said:
"We are in the time of Bein Hazmanim, which are times of weakness in learning Torah in parts of the community. Truly there is no time in which we are absolved of the obligation to learn Torah. The obligation to learn Torah is constant, at all times. It says, "You should think about it day and night," and it does not mention, except for bein hazmanim. On the contrary, the obligation during bein hazmanim is greater since there is weakness and there is less zchus Torah.
"Whoever strengthens himself in Torah in these days will get a reward equal to all others. Like is says in the Yerushalmi at the end of Brochos, if you see that people give up on Torah a lot, stand up and strengthen yourself in it, and you will get the reward that would have gone to them.
"My rebbe HaRav Dessler zt"l explained that this means that whoever redoubles his efforts in times of weakness gets the reward that would have gone to the entire community if they had all learned."
The Rosh Yeshiva added, "Since the merit of learning bein hazmanim is so strong, so the obligation is also greater. Like Rabbenu Yonah says in Shaarei Teshuva, as the mitzvah is greater so is the punishment for someone who does not fulfill it. Everyone must try as hard as he can to learn Torah. It is well known that there were many tragedies during bein hazmanim Rachmono litzlan, and that is because the merit of Torah is lacking and whoever learns in this time protects the whole world."
Maran also said, "One should have set times for learning, at set times, in a set place, learning a regular study, with a chavrusa if necessary. Before Pesach one must also help around the house. One should discuss this with the family to organize the help so that there will be time left to learn. One should also daven properly and set time for mussar, even if for only a few minutes. This influences the entire day."
