Our Torah leadership past and present regarded the arrangement arrived at with the establishment of the State regarding army deferment of yeshiva and kollel students through the central agency of the Vaad HaYeshivos as a significant achievement in assuring the preservation and continuation of Torah in the coming generations. Each year anew they warned the public to act according to all of the rules and directives involving this arrangement and not, chas vesholom, make leniencies so as to avert any problems.
In view of the administrative load upon the offices of yeshivos and kollelim and the very blessed increase of Torah students requiring paper work on a pressing ongoing manner, the need for supervising agents has been felt. These are to be chosen from the staffs of yeshivos, designated as such by the Rosh Yeshiva; they will assume the responsibility of dealing with the yeshiva students in all matters connected to their status vis-a-vis the military authorities. They will maintain an ongoing connection with the Vaad Hayeshivos and will thus expedite the transfer of information or finding solutions to the various problems which crop up and will deal with them in due time. These agent/representatives will direct and accompany each student personally in a most efficient way.
This effort is the result of a recent focus on upgrading the functioning of the Vaad HaYeshivos to ensure that all bnei Torah in yeshivas are properly informed and counselled to legally avoid army service in order to dedicate themselves to Torah.
