This is to arouse the public to strengthen itself in the matter of tznius, since this is a fundamental issue and chas vesholom, if this is lacking, it is written that Hashem will recede from us, in other words, remove His Shechina from our midst chas vesholom. To our dismay, there is a tremendous regression in this area even in part of the camp which is bound to Hashem and His Torah, thereby stumbling and creating a stumbling block for others.
Therefore, it is urgently necessary to establish set shiurim in the pertinent halochos according to the guidelines established by the Badatz Mishmar HaTorah, and also to internalize that the [lack of tznius] constitutes the terrible sin of leading people astray. Fortunate are those who warn others and are careful themselves in this area.
Especially in this period, when we are beset by so many troubles — not that we presume to say that we know the reason for these calamities — we can say for sure that wherever we can strengthen ourselves, it will be beneficial in having Hashem remove His wrath from us.
May we merit increasing holiness in our midst and live to see the true Redemption, speedily and in our days.

In this time that many calamities beset us, demand that we fortify ourselves greatly in the area of tznius and be'ezras Hashem, may we merit hastening the Geula Shleima
