MK Gafni Says Budget Discriminates Against Rabbinate Botei

Courts are allotted far more than rabbinate botei din
in terms of funding and manpower, charged MK Rabbi Moshe
Gafni at a meeting of the Knesset State Control Committee to
discuss the State Comptroller's report on rabbinate botei
din, calling the discrepancy an unconscionable form of
budget discrimination.
According to the figures presented, in 96 percent of divorce
cases an average period of 303 days passes from the time of
filing until the actual receipt of the get. In his
report the State Comptroller claims the Rabbinate botei
din apply a limited definition for women denied a
get and therefore the botei din do not utilize
the legal means at their disposal to issue restrictive orders
to husbands who refuse to give a get. The State
Comptroller says the botei din should broaden this
definition.
MK Rabbi Gafni claims that this is a highly sensitive issue
and certainly every effort must be made to shorten the
proceedings to spare both sides from ruling delays.
Nevertheless, he says, part of the problem lies in the
attitude toward Rabbinate botei din compared to courts,
including the differences in funding and manpower.
