The following is a summary of the process as it was approved
by the Knesset last week. It may change in implementation,
but this is what was envisioned:
A Four-Stage Evacuation Process
After the necessary preparations, the government (Cabinet)
will have to approve the evacuation of settlements in the
Gaza Strip and northern Samaria. The settlements are to be
divided into four groups, and the future of each settlement
would be determined separately.
Razing of the Buildings
The plan states that during the evacuation, all homes of
settlers and public buildings including synagogues, would be
razed. However, Israel would strive to pass on schools and
factories to the hands of an international organization,
which would use them to help the local Palestinian population
that is not involved in terrorist activities.
The Gaza Border
Israel would monitor the Gaza Strip's land border. The IDF
would also be the sole body that would control the air and
sea. Israel would continue to hold the right to carry out
military operations as needed. Israel would examine the
possibility of establishing a port and airport in Gaza.
The Philadelphi Route
Israel would maintain control of the Philadelphi route, which
divides southern Gaza from Egypt. At a later stage, Israel
would consider evacuating the route, as well, based on the
security situation and the Egyptian willingness to assist
supervising the area.
Judea and Samaria
IDF forces would not remain in the four settlements slated
for evacuation in northern Samaria. However, military
activity in the rest of Judea and Samaria is to continue as
before. The IDF would reduce the number of checkpoints in
Judea and Samaria. The majority of the bases in the areas to
be evacuated would be dismantled, except those Israel would
decide to pass on to an international organization.
The Security Barrier
Israel is to continue building a security barrier based on
government decisions. However, the barrier would be built
while taking into account humanitarian considerations, and in
an effort to reduce as much as possible the harm it would
inflict on the local Palestinian population.
