"The Bnei Brak Municipality will shortly launch use a carrot-
stick approach toward personnel in order to improve their
attitude to the public," Mayor Rabbi Mordechai Karelitz said
at a seminar for municipal administrators. The theme of the
seminar, held at Kibbutz Chofetz Chaim, was "Centralized
Output and Input in Administrative Functions."
The seminar was one of a series for administrators organized
by the Municipal Personnel Department, headed by Gideon Roth.
The seminar was held in conjunction with MaPa'aM, the Center
for Administrative Development for the Interior Ministry,
Southern Sharon Region.
Rabbi Karelitz also reviewed plans for the coming work year,
including the improvement of roads in order to reduce the
number of traffic accidents, the installation of traffic
lights at dangerous junctions (with budgetary participation
of the Transportation Ministry), expansion of the school in
the Elitzur field and the laying of water and sewage lines in
older streets.
Rabbi Mordechai Karelitz and City Treasurer Shmuel Shemesh
urged the administrators to serve as role models for other
workers in efficiency as well as to do their part to reduce
the city's deficit of NIS 16 million by decreasing
expenditures. He indicated that this could be accomplished
with more efficient use of manpower and by improving
collection procedures for revenues. In addition, the
Municipality is making great efforts to develop large areas
in the northern part of the city for industry and enterprises
whose property taxes are an important source of municipal
income.
