In most of the world the actual time is from Tuesday night, the eve of 3 I Adar (Feb. 8) from the beginning of the night. However, in the extreme western countries Kiddush Levonoh can be made from the preceding night, Monday night the eve of 2 I Adar (Feb. 7) according to the difference in time zones in comparison to Eretz Yisroel. This month there is a solar eclipse together with the late appearance of the new moon after the molad by eight hours that occurs at 3:03 P.M., on Shabbos parshas Mishpotim, Feb. 5. Since during the three days after the molad the moon approaches its apogee (its highest point) and advances slowly, an additional regression in the moon's appearance takes place. It is good to take into consideration the astronomical new moon coming together with the solar eclipse and not to make Kiddush Levonoh until three days after it. Accordingly, in the extreme western countries Kiddush Levonoh should not be made on Sunday night, and in the extreme eastern countries even on Tuesday night Kiddush Levonoh should not be made.
