The time of Kiddush Levonoh everywhere in the world begins
on Motzei Shabbos parshas Mikeitz, the eve of 3 Kislev (Dec.
11), from the beginning of the night, in Eretz Yisroel.
The astronomical new moon precedes the molad this month
by approximately five hours, and is on Wednesday morning, 29 Kislev
(Dec. 8) at 12:32 A.M., the morning of Monday, 29 Cheshvan, 5759 (Nov.
8), in Eretz Yisroel. Since during the three days after the molad
the moon passes its apogee (its highest point) and advances very slowly
not only the entire influence of the astronomical new moon's early
appearance is canceled but it even slightly follows later than its
calculated position according to the molad. This information
is significant for those who act according to the Chazon Ish and do
not make a berochoh on the moon until it is big and high in
the sky. Of course, on Motzei Shabbos in western USA and Canada
the moon will be much larger and higher in the sky than in the extreme
eastern countries. In Eretz Yisroel even where people daven
Maariv three quarters of an hour after sunset and say Vayiten
lecho the moon will still be a little low at that time. However,
it must be decided whether one is permitted to annul the ma'aloh
of saying Kiddush Levonoh on Motzei Shabbos especially
during the clouded winter nights.
