The last day for Kiddush Levonoh -- Shevat
One can say Kiddush Levonoh in the entire world until Sunday
night, the eve of 15 Shevat (Feb. 1), at 3:38 A.M., Israeli time.
In most of Europe the final time is 2:38 A.M., in New York 8:38 P.M.
In western USA and Canada it is impossible to make a brocho
this night and their actual final time is the entire Motzei Shabbos,
the eve of 14 Shevat (Jan. 30). In eastern countries it is possible
to make a brocho on the levonoh the entire eve of 15
Shevat.
The astronomical full moon is approximately nine and a half hours
earlier than the nigud emtzo'i and comes together with a partial
lunar eclipse. The eclipse starts at 4:09 P.M., at 6:07 P.M. is the
full moon (if there would not have been an eclipse), the peak of the
eclipse is at 6:19 P.M., and its conclusion is at 8:28 P.M.
If one did not yet make Kiddush Levonoh on Motzei Shabbos
in Eretz Yisroel he can make a brocho on Sunday night before
Ma'ariv from approximately 5:45 P.M. until 6:07 P.M. In most
of Europe and in America one cannot make any brocho at all.
In the eastern countries a brocho can be made according to
the difference in time zones in comparison to when in Eretz Yisroel
is 6:07 P.M. (One should not abstain from making a brocho during
the eclipse especially since it is only a partial one, however, one
should not make a brocho after the astronomical full moon even
when the eclipse is only partial. The time of liloh (night)
for the brocho on the levonoh is before the time of
saying Shema. See Birur Halocho IV and V, Orach
Chaim, chap. 426).
