The earliest time of Kiddush Levonoh -- Sivan

The time of Kiddush Levonoh everywhere in the world begins when it is Tuesday, 1:28 P.M., 3 Sivan (May 18). The actual time in most of the world is therefore from the beginning of the night, the eve of 4 Sivan. In the extreme western countries one can already make a brocho on the moon from the eve of 3 Sivan from the beginning of the night. However, in the extreme western countries even on the eve of 4 Sivan it is impossible to make a brocho since the moon sets before the beginning of the zman.

The astronomical new moon follows the molad this month by one hour and thirty-eight minutes and is at 3:05 P.M. However, during the three days following the astronomical new moon the moon approaches its lowest point (perigee) and advances extremely quickly. As a result even in the far eastern countries those who are makpid to wait for seven full days after the molad can make Kiddush Levonoh from Motzei Shabbos in the beginning of the night.
