Kaporos Will Not be Defined as Cruelty to Animals

The Knesset's Constitution, Law and Justice Committee approved an
amendment to the Cruelty to Animals Law proposed by MK Rabbi Uri
Maklev that would exempt kaporos done during the days before
Yom Kippur from the regulations, meaning Agriculture Ministry
inspectors will no longer be able to issue reports to operators of
kaporos stands.
One month ago the Agriculture Ministry sought to redefine the
regulations governing the Cruelty to Animals Law, enabling fines to be
handed out to violators. MK Rabbi Maklev, who sits on the Constitution
Committee, demanded the committee review the regulations to ensure
kaporos are not made illegal.
After officials from the Ministry of Agriculture and animal rights
organization Tnu Lachayot Lichyot submitted position papers clearly
stating that the custom of kaporos does not fall under the
prohibitions in the new regulations, Committee Chairman MK David Rotem
gave instructions to list in the minutes that "the legislature
approves the regulations, clearly acknowledging that they do not apply
to the kaporos custom."
Following the discussion Rabbi Maklev thanked Rotem, the Agricultural
Ministry and Tnu Lachayot Lichyot for their cooperation on the matter,
in order to safeguard the custom.
