NIS 18 Million Budgeted for Kindergartens and Street
Safety in Modi'in Illit

The Modi'in Illit Council plenum approved a total of NIS 18
million ($4 million) for the planning and construction of
kindergartens and transportation infrastructures to make
street crossings safer for children.
The budget allocations were passed following extensive
efforts by Council Head Rabbi Yaakov Guterman to raise the
funds from the Ministries of Education, Housing and
Transportation and from Mifal Hapayis. The councilmen, who
voted unanimously in favor, praised Rabbi Guterman and said
the funding will lead to the continued flourishing of the
city.
Council officials noted that on many projects unforeseen
difficulties are encountered during the course of the work
due to the lack of fundamental infrastructures. When traffic
circles receive budget approval, for example, problems with
the sewage lines and other infrastructures are encountered
only after excavation work gets underway. The problem stems
from the fact the city, unlike other cities in Israel, was
not built by the Housing Ministry but as a private
initiative. Therefore it did not benefit from the extensive
experience and planning that the Housing Ministry brings to
its projects.
As a result, supplemental funding must often be obtained in
order to rectify the problems that arise.
