General Accountant Delays General Support Payments,
Including Kollelim and Torah Institutions

Finance Ministry General Accountant Yaron Zelicha issued
instructions not to transfer general support payments due to
the delay in approving the overall state budget. This would
delay support payments for yeshivas and other Torah
institutions starting January 2005.
The Accountant General issued this order due to the fact the
yeshiva budget is defined as support and not part of the
budgetary funding. Transfers defined as support may not be
executed until the 2005 budget receives final approval since
according to the law if the budget is not approved by the
beginning of the civil-calendar year funding is supposed to
be distributed on a monthly basis according to the previous
year's budget. Therefore the funds for chareidi education are
outside of this definition, even though in character they are
like most things that are within the budget since they deal
with a basic government service.
MK Rabbi Moshe Gafni said, "We will make every effort to have
the yeshiva budget transferred on time. But since the funding
is provided, among other things, for paying salaries and is
given on a monthly basis based on the number of students, it
should not be delayed, as the General Accountant instructed
regarding the issue of the general support payments."
