End of Seven-Year Struggle to Abolish Discrimination Against Chareidi Education

The Education Minister has recently signed an amendment improving rules regulating transfer of students to different school. Transfer of students from government to private schools -- such as the Chinuch Atzmai -- will be permitted throughout the year for "educational ends." This breakthrough was achieved as a result of a seven-year struggle led by Rabbi Moshe Gafni against discrimination between the various educational institutions.

Until revision of this regulation, various educational institutions suffered discrimination with respect to the dates of students' transfers. While it was possible to apply for transfer from one government school to another at any time of the year, applications for transfer to Chinuch Atzmai schools and talmudei Torah were accepted only at the time of registration for the coming school year.

In order to correct this situation, all that was required was to amend existing regulations. However, due to the Education Ministry's refusal to correct this anomaly, Rabbi Gafni brought the matter up for legislation. The bill was approved by the Knesset Education Committee for a first reading before the Knesset went on recess prior to the upcoming elections. In the wake of the Knesset decision, the Education Ministry finally amended its regulations, enabling transfer of students "for educational reasons" from all schools at all times.
