Seven More Indictments for Loud Music at Event Halls

By L.S. Wasserman

Seven more indictments were served against owners of event halls and outdoor event spaces for failing to install and use noise meters. Charges were filed against Arka at Tel Aviv Port, Hatchalot in Holon, Hinuma in Nesher, Society Space in Bat Yam, Argaman Events Center in Holon, Gallery Palace in Tel Aviv and Tatzpit in Herzliya.

The indictments follow five previous indictments the Ministry for Environmental Protection filed against hall owners several months ago.

In 2006 business licensing regulations that restrict noise and radiation levels went into effect under the oversight of the Environmental Protection Ministry, in cooperation with the Association of Banquet Hall and Outdoor Spaces Owners, the Association of Disk Jockeys, other government ministries and local authorities.

The regulations state that sound emitted from an amplification system cannot exceed 85 decibels where participants are seated and require the use of noise meters, which activate a flashing warning light for 30 seconds and cut off the electricity to the sound system for 30 seconds if the noise level passes the 85-decibel mark. The regulations also require hall owners to post a readily apparent sign noting that a volume restriction system is installed on the premises.
